Karim Hamza


Dr. Karim currently is Cairo Governor Advisor in Egypt and a Senior Associate researcher at Institute of European Studies in VUB, and work on the European Union project of EGOVPOLINET. He is also a fellow researcher at University at Albany, Center for Technology in Government (USA). His research activities focus on Policy Modeling; State Stability Models; Network Governance; International Security; ICT Enabled Governance, and Social Media. He participated in several conferences and activities related to E-Government as a guest speaker, jury member, and review committee.

For his professional experience, he has over thirteen years of experience in consultancy and Program/Project Management with leading international companies in information technology from USA, Europe and India. He mainly focuses on Government, Military, and Telecommunications sectors. He managed over 100 consultants in the region where they are the first initial of global development center in Egypt participating in the outsourcing strategy of Minister of communication and Information Technology (MCIT) for developing local capabilities in the regional market. This unique experience helped him in developing strong understanding of the state of the art technologies and methodologies in developing and managing complex projects, and managing multidisciplinary teams. Also this unique professional and research experience together helped him either practically or theoretically; in developing his skills in analysis; project management; conflict resolution; risk analysis; leadership; stakeholder management and strategic thinking. His focus is on governments; international security and unstable countries like Arab spring countries.

His teaching experience focuses mainly on Project Management and Information Systems. He works as Associate Professor for MIS at Modern Sciences and Arts University (Egypt), Part Time Lecturer at the American University in Cairo (Egypt), and Approved Tutor plus Alumni Ambassador for Edinburgh Business School (UK).

He received his Bachelor of Commerce at Ain Shams University (Egypt), followed by a Diploma in Software Engineering at the Cabinet of Information & Decision Support Center (Egypt). After that, he was awarded a Project Management Diploma at the American University in Cairo, and then became a Project Management Professional (PMP), certified by the Project Management Institute in USA. He was awarded his Master of Business Administration (MBA) from Edinburgh Business School (UK). ; In 2010, he received his MPhil from the Maastricht School of Management (Netherlands). Finally he is awarded his PHD from Vrije Universiteit Brussel in Belgium.
